Leviticus 4:4-6

⁴ He is to bring the bull to the entrance of the Tent of Meeting before Adonai, lay his hand on the head of the bull, and slaughter it before Adonai. ⁵ The anointed kohen should take some of the blood of the bull, and bring it to the Tent of Meeting. ⁶ The kohen is to dip his finger in the blood, and sprinkle it seven times before Adonai, before the curtain of the Sanctuary.
